Shri K. Padmanabhaiah is the Chairman of the Court of Governors of the Administrative Staff College of India (ASCI), Hyderabad, a position he assumed in November 2015, succeeding S. M. Datta.

A retired IAS officer of the 1961 Maharashtra cadre, he is one of India’s most distinguished civil servants, having served as Home Secretary of India β the highest civil service post in the Ministry of Home Affairs β and led several landmark national committees on police reforms, urban management, and disaster rehabilitation.

The Government of India conferred upon him the Padma Bhushan β the third highest civilian honour β in 2008, in recognition of his outstanding contributions to the Indian civil service.
Shri Padmanabhaiah holds a Master of Science (MSc) degree from Andhra University, Visakhapatnam, and a Master’s degree in Financial Management from the Jamnalal Bajaj Institute of Management Studies, Mumbai. He entered the Indian Administrative Service from the Maharashtra cadre in 1961.

Born on 6 October 1938 in Krishna District, Andhra Pradesh, he combined a strong foundation in science and management with a distinguished four-decade career in public administration spanning taxation, urban governance, civil aviation, home affairs, and national security.
His career spanned some of India’s most consequential administrative roles: Director of Sugar Co-Operatives, Maharashtra (1970β1974); District Collector, Nashik (1975); Joint Secretary, Ministry of Petroleum & Natural Gas (1982) and Ministry of Power (1984β1986); Minister of Economy at the High Commission of India to the United Kingdom, London (1986β1989); Municipal Commissioner of Greater Mumbai (1990β91); Secretary, Ministry of Urban Development (1993); and Secretary, Ministry of Civil Aviation (1994), simultaneously chairing Air India and Indian Airlines.

He served as Union Home Secretary with additional charge as Secretary for Jammu & Kashmir Affairs (1994β1997), earning an extension beyond his statutory superannuation in recognition of his service. Post-retirement, he served as Government Representative for the Nagaland ethnic conflict settlement (1997β2009) and as Dean of the Sri Chaitanya IAS Academy, Hyderabad (2011β2015).
Shri Padmanabhaiah remains deeply engaged in governance reform, public administration, police modernisation, and urban management policy. He continues to contribute to national discourse on civil service reform, democratic governance, and institutional capacity building through his role at ASCI and association with government advisory bodies.
He has chaired the Government of India Committee on Police Reforms (2000), the Committee on Reorganisation of the Services Selection Board, and the Committee to Review the Working of the National Institute of Urban Management. He also chaired the Advisory Committee of International Experts on rehabilitation following the 1993 Latur earthquake, whose recommendations guided subsequent World Bank-assisted reconstruction efforts.
