DR. NIRMALYA BAGCHI

CURRENT POSITION

Dr. Nirmalya Bagchi is the Dean and Head of the College Park Campus (CPC), Director for PGDM, and Professor & Director of the Centre for Management Studies at Administrative Staff College of India (ASCI), Hyderabad. He has been with ASCI since September 2006 and was promoted to Professor in November 2012.

At ASCI, he has led major sponsored projects from organisations including DST, Gates Foundation, DRDO, European Commission, UNICEF, RBI, NPA (MHA), Ministry of Steel, Ministry of Skill Development, DSIR, DEITy, Commonwealth Secretariat, DBT, DoPT, TIFAC, ICFRE, CIPS, FMC, and INAE.

His study on policy measures for India’s Science, Technology and Innovation Policy 2013 β€” sponsored by DST β€” directly contributed to shaping the national STI Policy 2013. He has authored books, book chapters, and academic papers, and continues to contribute to research, curriculum, and institutional leadership at ASCI.

EDUCATIONAL BACKGROUND

Dr. Bagchi holds a Ph.D. in Business Management and a Master’s in Business Management. He has received specialised training in Statistical Methods and Applications from the Indian Statistical Institute (ISI), Calcutta, training in E-Governance from UNAPCICT, and training in Executive Evaluation from UNICEF.

His interdisciplinary academic formation β€” spanning management, statistics, governance, and evaluation β€” positions him as a researcher and educator who bridges quantitative rigour with strategic and policy-oriented thinking across innovation, R&D, and technology management.

PAST EXPERIENCE

Prior to joining ASCI in September 2006, Dr. Bagchi served as Lecturer at the Indian Institute of Social Welfare and Business Management, Calcutta, where he built his foundation in management education and applied social research.

Since joining ASCI, he has led an extensive portfolio of research and consultancy projects for central government ministries, international donor agencies, and multilateral bodies β€” spanning science and technology policy, skill development, R&D management, innovation ecosystems, and performance management of scientific organisations across India.

CURRENT INTERESTS

His current research and professional interests include Policies and Schemes for fostering Science, Technology and Innovation; Economics of R&D and Innovation; Strategic Management of Innovation and R&D; Technology-based Entrepreneurship and Start-ups; Evaluation; Managing Excellence; Competitiveness Analysis; and Performance Management of Scientific Organisations.

PROFESSIONAL MEMBERSHIPS

Dr. Bagchi has collaborated with and led projects for a wide range of national and international bodies including DST, Gates Foundation, DRDO, European Commission, UNICEF, RBI, Commonwealth Secretariat, and INAE, among others. He has received specialised executive training from ISI Calcutta, UNAPCICT, and UNICEF.
