Dr. N Ramesh Kumar is the Director General of the Administrative Staff College of India (ASCI), Hyderabad, a position he assumed in August 2024. He has been a member of the Court of Governors of ASCI since 2018.

He belongs to the 1982 batch of the Indian Administrative Service (IAS), Andhra Pradesh cadre, and brings over four decades of distinguished service in public administration, governance, taxation, agriculture, finance, and electoral management to his leadership of ASCI.

As Director General, he leads one of India’s most prestigious institutions for management education, governance capacity building, and public policy research β guiding its academic, research, and training programmes across government, industry, and civil society.
Dr. N Ramesh Kumar holds an MA and a Ph.D. in Economics, as well as a degree in Law. His academic formation in economics and jurisprudence has deeply informed his work across public finance, taxation reform, agricultural policy, and governance β spanning both his distinguished IAS career and his contributions to civil society and democratic reform.
Dr. Ramesh Kumar served in several landmark roles across his IAS career. He served Tirumala Tirupati Devasthanam (TTD) as Joint Executive Officer (1987β1990) and as Executive Officer (1995β1996), becoming the youngest person to hold the latter position. He was Commissioner of Commercial Taxes (1999β2003) and a member of the National Empowered Committee that implemented the Value Added Tax (VAT) β the precursor to GST.

He served as Principal Secretary for Agriculture & Marketing, Housing & Cooperation (2003β2006), Principal Secretary Finance (2006β2009), and Special Chief Secretary to the Governor of AP & Telangana (2009β2016) during the historic division of the state. Post-retirement, he served as the first State Election Commissioner of Andhra Pradesh (2016β2021).
Dr. Ramesh Kumar is deeply committed to democratic governance, civil society engagement, and public-private partnerships in development. He is the founder CEO of Naandi, a renowned voluntary organisation working on public-private partnerships, and founder Secretary of Citizens for Democracy (CFD), a civil society nonprofit promoting democratic values and the right to vote.
Dr. Ramesh Kumar is a member of the Executive Committee of the Centre for Democratic Reforms (CDR), which works for tribal empowerment in East Godavari District, Andhra Pradesh. He is also a Board Member of the Rishi Valley School, Madanapalli β founded by the philosopher J. Krishnamurti β and a member of the Court of Governors of ASCI since 2018.
